supervisors to help us to solve this problem. i hope you guys can help me to solve this problem. thank you very much. president chiu: thank you. next speaker. >> thank you, everyone. i live on leeland street for more than 20 years already. i didn't want them to install the cabinet and antennas on 199
leland straight. -- street. she would like to have it installed by the recycling center. the purpose of at&t installing the cabinets and antenna was to improve the coverage for the people on highway 101 and 280. in our area is a residential area, we have libraries, schools, around that area and it is not going to benefit us. so we hope that you guys can help me. president chiu: next speaker?
i strongly oppose the installation of the antenna is right there because there are three schools and because it is not appropriate and we really just continue urging the opposition of the antennas in the area and she emphasized that this is a low income district, you think we're low income and your coming into us, that is not fair. we have families, low income folks that are living there trying to make a living and keep us alive. president chiu: thank you. next speaker. if we could please line up speakers on the right hand side, i think it would help.
for the better signal in the 101 highway, i think those equipment should install more on highway 101 but not in our area. so i hope, i really hope supervisors can disagree with this installation project. thank you very much. absecon risers can help us to solve this problem. thank you. -- i hope supervisors can help us to solve this problem. thank you. >> [speaking foreign language]
my name is may lee. at&t directory into signing the petition during the streaker. i hope supervisors are opposed. -- at&t tricked me into signing the petition during the streaet fair. i hope supervisors are opposed. >> lawless facilities like at&t include the use of lead acid backup batteries to provide power to the facility. in the event of a power failure or other type of emergency. these types of lead acid
batteries present safety hazards that make the facilities both undesirable and incompatible with residential buildings in a residential neighborhood. we submitted to the planning commission examples of the warnings from these battery manufacturers and they are included as exhibits to the planning department report for this case. these warnings include unusual fire and explosion hazards, unusual -- explosion hazards, a hydrogen and oxygen gases are produced during normal battery operation. hydrogen is flammable and oxygen support combustion. these gases enter the air through the event caps. to avoid the chance of a fire or explosion, soared -- keeps birds
and other sources of ignition away from the battery. -- keep sparks and other sources of ignition away from the battery. please vote to deny at&t a permit for this location. thank you. president chiu: thank you, next speaker. >> hi, supervisors. in the street fair, at&t misled our neighbors to sign their names to support their project.
so i disagree with those containers. on leland street. we have schools in the neighborhood. we have schools, residential areas, and so many businesses there. some oppose the project. i hope supervisors can support against the project. -- so i oppose the project. thank you very much. president chiu: next speaker. >> good afternoon, commissioners. i have lived in the valley for over 20 years. 199 leland avenue is a residential building housing mainly for senior and people
with disabilities. at&t wants to install equipment in the basement of the building where it is used for parking and residential. by installing the back of battery in the basement, at&t are taking away valuable parking space from the residential building. it will also make it difficult for the disabled people living there more around the basement of their own building. this industrial commercial equipment is not compatible with senior and disabled housing. please vote to deny at&t for permit for this location. thank you for all these supervisors for your attention. i hope you have a nice thanksgiving end a nice holiday. thank you. president chiu: thank you, next
speaker. >> good afternoon, board of supervisors. i am elaine kong. i ahve -- have lived in this neighborhood for 13 years. i have been always a user of at&t. at&t said there is an neighborhood network coverage problem in the valley. i can assure you there is no problem. there are different surveys. and at&t wireless survey -- an at&t wireless service. the results are attached in attachment b.
wireless connections inside, and the wireless internet service, is very good. and it is proven on the at&t web site. and the network coverage in the area is very good already. but can you please look at this -- can you please look at this? this is a map of the valley. i have got it from the at&t web site. the orange represents the
coverage is very good. at&t does not need to install the antennas on 199 leland avenue. i hope the board of supervisors would support us. please opposed to at&t for installing the antennas in our area. thank you. president chiu: thank you, next speaker? >> [speaking foreign language] good afternoon, supervisors.
supervisors. i have been living in the valley for over 20 years. in the case of a national -- natural disaster, the functions of at&t's antennas will become useless. in 2008, san francisco conducted an emergency report and it indicated during the case of an emergency, the usability and functions of cell phones are greatly reduced.
because of an emergency, people will over-use or flood the system. there for the communications would also be sabotaged. -- the therefore, that communications would also be sabotaged. under emergency circumstances or large events, there is -- it is easy for the services to disconnect. hence, during such circumstances or conditions, they are relying on -- we cannot rely on cell phone said.
this report has suggested several other more reliable suggestions of improvement. including the use of government emergency hot lines, city emergency hot lines, and also, using satellite communications. also using the traditional land line phones. there is no need for at&t to install the antennas at 199
leland straight. under these circumstances, it would not be useful. we ask that the supervisors oppose the approval of the permits for construction at the site. [bell] i also want to emphasize that in the area there are many libraries and also schools in the vicinity. thank you and we hope that we get your support. >> good afternoon, supervisors,
if at&t really want to enhance the signal on 101 and 280 to help those drivers have a good telephone signal, why don't they just ask caltrans and the transportation agency to install those containers right at the highway? we do not have any documented proof. at&t has contact -- contacted the transportation agency to install this equipment.
at&t can satisfy the burden of proof. at&t also can prove that 199 leland street is the only possible point to install those equipments. so once again, i hope the board of supervisors can help us to against this project. thank you very much. hello, i am angela king -- angelo king. at the heart of the matter here is whether this stuff is safe.
when we get down to it, if it is dangerous, if you put it there or somewhere else, someone else is going to complain. we have had two of these things because of the delegation agreement that was recently one proposed and there was some concern about it. for me, whether it is at leland or splinter at&t or mobile, this is not just about the decision about at&t, it is the decision that people will point to about sprint, to t-mobile and everything else. for me, we need clear guidance. i have been a part of disagreements between community members were people are saying something was so unsafe that we needed to stop it completely. on one hand, and the reason why we need clear guidance from you guys is on one hand, people are touting all these things that
come through electronic means, twitter, zynga and all these companies, these things are running through people's bones. i have an at&t phone. it sucks particularly in that area. if anyone has an at&t found, as soon as you go over that hill from visitation valley to bayview, you'll get cut off every single time. clear policy because we do not know, no matter what company is. president chiu: thank you. next speaker. >> good afternoon, board of supervisors. my name is lisa wu. i live on leland. i strongly oppose for at&t -- to
